carrier/bdp model 376baw0600

when thermostat is adjusted to call for heat, igniter clicks and i get a flame for 1-2 seconds. then repeats.
i cut the sensor heat wires to test. when looped, the flame remains.
still though, no blower activity.

is it possible for safety reasons that if the blower stops working, the system cuts off gas supply?

also, need manual for this product.
