reznor waste oil heater hard to get started

When I cold start the heater (RA 235) I have to turn the heater off and on every 10 seconds for about 1 minute. Then the heater runs great. If I don't cycle it in this way, then it will shut down in about 20 seconds into its burn. All help appreciated.
